I hate this! I think it's so rude when you're with someone and they're on their phone or they keep texting etc, its like I'm here for you... I thought you wanted to talk with me and so on, so why bother if you're just going to be on your phone? Taking your phone out and having text conversations etc when with someone shows disinterest and a lack of respect in the person you're with & it creates a barrier between you both, surely whatever it is can wait?
