Everything has to start from something.
You mightn't feel that you're ready for the huge change that whatever you're putting off might bring, and that's totally fine. And if you are an overly cautious person that likes to test the water before you dip in then you can certainly make a start so that when you're ready, you can do it. Just as long as you START and make some kind of move towards what it is you want.
If you say you'll wait until you're totally ready you'll never be ready, you'll proably keep finding excuses as to why you have to wait a bit longer. You've got to remeber that everything in life has an element of risk in it, and if you wait until you feel you're ready or you've waited a long time before you make the start, it will probably be too late and you'll have missed out on something which will leave you with the worst feeling ever- regret. Regret is way more painful than failiure or rejection.
Things come up in your life for a particular reason at a particular time, so don't ignore it or put it off! If it's in your life, it's because it's meant to be there as something you can really benefit or learn from- as long as you are able to overcome whatever it is- be it obstacles or just feelings that are getting in the way of whatever it is you want. As I said earlier, don't waste opportunities. You'll just kick yourself afterwards and you'll also be losing out. If you love yourself and you want to be happy, why would you cheat yourself out of something great or something you long for because you were too afraid to take the plunge and do what it was you wanted? Or too afraid to even start making a move towards that thing that you're too afraid to change in your life?
You that are too afraid to start and make that change will forever fall victim to that voice in your head, and it will ruin many things.
You have to be the change you want to see in the world and in yourself.
